DMN Strategic White Paper
"Youth at the Vanguard of Global Peace"

In response to the United Nations Pact for the Future adopted in September 2024, and to mark a decade of the Youth, Peace and Security (YPS) Agenda, the DMN Initiative officially launched the DMN Strategic White Paper, “Youth at the Vanguard of Global Peace” on 2 November 2024 during the celebration of its 6th anniversary. Through this project, we are calling upon the DMN Ambassadors Community, young leaders, and youth-led organizations to contribute to a high-level Strategic White Paper.

This document will serve as a critical youth-led contribution to research-informed decision-making and policy reform processes. Its objective is to ensure that the voices of young peacebuilders meaningfully shape the implementation of the YPS Agenda and the Pact for the Future’s Declaration on Future Generations, while being heard by the Government of Vietnam, ASEAN leaders, the United Nations, and other relevant stakeholders.

To ensure methodological rigor and high-quality qualitative analysis, our institutional partners—including the Youth Union, Nam Yen United, and Eunomia Law Firm—will oversee the supervision, review, and synthesis of the White Paper.

Update: As of 10 February 2026, we have received 2268+ policy inputs and grassroots case studies from DMN Ambassadors in 35+ countries as well as from young leaders and youth-led organizations worldwide.

Project Objectives

The DMN White Paper aims to document the evolving role of youth in peace processes since 2015, specifically focusing on:

  • Success Stories: Highlighting positive contributions of youth to conflict resolution and social cohesion.

  • Policy Analysis: Evaluating the effectiveness of youth inclusion policies in Vietnam, ASEAN and other regions worldwide.

  • Barrier Identification: Identifying persistent and emerging challenges, including digital threats and funding gaps.

  • Actionable Recommendations: Providing world leaders with a roadmap for meaningful youth participation in the global peace architecture.

How to contribute

We are looking for data, case studies, and field reports from our global network. Contributions should focus on three key tiers:

  1. The Vietnam Perspective: Documentation of local youth initiatives contributing to national stability and social development.

  2. The ASEAN Lens: Regional analysis of how Southeast Asian youth are navigating security challenges and regional cooperation.

  3. Global Advocacy: Evidence-based insights on funding mechanisms and the implementation of the YPS agenda worldwide.
