OVERVIEW
Following the successful DMN Water Summit 2023 in Ho Chi Minh City, Vietnam and carrying forward the legacy of the DMN Initiative’s global environmental summits, the DMN Water Summit 2027 will convene in Quang Tri Province, Vietnam, from 10 to 12 May 2027.
Organized in strategic partnership with international institutions, local government authorities, and water research bodies, the Summit serves as an authoritative regional platform to bridge the gap between high-level multilateral hydro-diplomacy and community-driven water action. Designed to transition young leaders from policy observers to active architects of global water governance, the Summit provides a structured space for emerging scholars, youth advocates, and professionals to engage directly with leading hydro-geologists, international law experts, and policymakers.
THEMATIC FOCUS & INTERACTIVE TRACKS
In alignment with Sustainable Development Goal 6 (Clean Water and Sanitation) and the UN Water Action Agenda, the 2027 Summit focuses on three primary interactive pillars:

Transboundary Water Governance & Hydro-Diplomacy: Addressing legal frameworks, equitable data-sharing protocols, and dispute prevention across shared river basins and international aquifers.

Climate Resilience & Freshwater-Coastal Ecosystems: Field hydrographic research, mitigating sea-level rise and saltwater intrusion, and protecting vulnerable coastal water security in the Global South.

Multilateral Processes & Youth Co-Drafting: Institutionalizing legally binding youth inclusion in UN and regional water policy frameworks, ensuring youth expertise actively informs decision-making.

Day 1 (10 May 2027) | High-Level Policy & Hydro-Diplomacy

Opening Ceremony & Diplomatic Keynotes: Opening addresses by representatives from the DMN Foundation, UN partners, and local government officials.

Plenary Panel: Navigating Transboundary Water Stress in the Post-2026 UN Water Era.

Interactive Dialogue 1: Legal mechanisms under international law for real-time hydrological data-sharing and joint aquifer management.

Day 2 (11 May 2027) | Field Hydrography & Coastal Ecosystem Research

Field Expedition (Cua Tung Beach, Hieu Giang River & Coastal Zone): Practical field research on coastal erosion, saltwater intrusion, and groundwater salinity monitoring.

Workshop Series: Technical and legal masterclasses co-hosted by marine and water research scientists on AI-assisted hydrological modeling and environmental justice.

Policy Working Groups: Delegate drafting sessions for regional water action proposals.
Day 3 (12 May 2027) | Multilateral Simulation & Declaration Adoption

Multilateral Negotiation Simulation: Model UN Water negotiation on transboundary river basin governance.

Adoption of the Youth Water Declaration 2027: Presentation and adoption of participant-authored white papers.

Closing Ceremony & Global Alumni Network Launch: Formal submission of white papers to regional bodies (including the Mekong River Commission, ASEAN, and UN agencies).
EXPECTED OUTCOMES & DELIVERABLES
Participants at the DMN Water Summit 2027 will not merely discuss water security—they will produce tangible, policy-ready outputs:

The Youth Water Declaration 2027: A comprehensive white paper outlining youth policy recommendations for transboundary hydro-diplomacy and climate adaptation, submitted directly to regional and global governance bodies.

Global Youth Water Action Toolkit: A localized operational blueprint providing young leaders with practical frameworks to run community-based hydrological monitoring and campaign for inclusive local water governance.

Regional Network Integration: Inclusion into the DMN Global Alumni Network, connecting participants with ongoing mentorship, international policy forums, and collaborative research opportunities.
